Mitigation & Recovery Planner
JOB SUMMARY:
Responsible for administrating all aspects of available grant opportunities and planning related to preparedness, mitigation and recovery, working with municipalities, municipal agencies, businesses, non-profits, state agencies, and NGOs to prepare for, respond to, coordinate resources, mitigate and recover from emergencies, events, and incidents, as well as maintaining databases, documentation, reports, and assisting the Deputy and Director as requested.
ESSENTIAL DUTIES / RESPONSIBILITIES:
- Research, compile, and maintain a database utilized as a resource for preparedness activities and all-hazards events and incidents.
- Assists with monitoring, operating, and testing all communications systems and equipment; transmits and records results, as necessary.
- Coordinates and organizes meetings by preparing notices and agendas; attends, records, transcribes, and distributes minutes as directed.
- Performs emergency management duties during drills or actual emergencies as directed.
- Assists with facilitating and planning full-scale, functional, and tabletop exercises as directed.
- Assists with revisions and maintenance of the website and social media page.
- Assists with administrative oversight for the county training program, including notification to the state, certification of classes, registration, attendance, site arrangements, and coordination of instructors.
- Works with municipalities on in-state competitive grant opportunities, including nationally competitive annual mitigation funding opportunities and other applicable grant opportunities.
- Assist the Director with the preparedness funding opportunities, application review, coordinate with applicants, consolidate requests, and complete the online submission of funding requests on their behalf.
- Works with grant recipients to complete additional funding requirements pre-award (e.g., Environmental and Historic Preservation Review), distribute subrecipient letters and MOUs, and finalize all documentation to ensure all parties have necessary records on file.
- Assists with municipal disaster recovery duties, including the dissemination of damage request information, collection and consolidation of municipal damage information and submission to Maine Emergency Management Agency, as well as coordination with FEMA and representatives of municipalities that have submitted damage information for damage verification in pursuit of a disaster declaration request and for hazard vulnerability records.
- Plans for, initiates, and coordinates the municipal and agency applications for multi-year hazard mitigation grants, communicates clearly with municipal and agency subrecipients and coordinates with subrecipients for documentation, financial records, deadline reminders and processes closeout.
- Assist Director with grant administration to include quarterly reports and reimbursement requests and grant closeout documentation for submission to the state agencies and account reconciliation by working in conjunction with the County Finance Office, MEMA Finance Office and MEMA Grant Coordinators and oversees necessary activities of subrecipients and audits subrecipient records as necessary.
- Comprehensive records management of hard and electronic program and grant documentation.
- Assists with maintenance of State and County annual inventory of equipment.
- Maintain contact lists for all County and municipal volunteers, agencies, and departments, in-house and on emergency notification databases.
- Fulfills job functions by participating as an active member in training and participating in various related organizations and task forces.
- Work as a member of the EMA team in the performance of duties.
- Be punctual with scheduled work and use time appropriately.
- Perform the required work while adhering to timeframes with minimal errors.
- Be neat and maintain a professional appearance.
- Possess a valid Maine Driver’s license.
- Understand and work within Kennebec County Government Policies and Procedures.
- Exercise high professional ethical standards. Maintain confidentiality. Exercise sound judgment and discretion when dealing with sensitive or other protected information.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
- Bachelor’s degree in environmental science, atmospheric science, emergency management or other related field.
- Ability to communicate effectively, both orally and in writing, with all stakeholders.
- Ability to remain objective in sensitive situations and maintain constructive working relationships while seeking conflict resolution.
- Ability to analyze and evaluate department operation, applying judgment and discretion in resolving problems and interpreting policies and regulations. Collect, assimilate, and analyze data and information related to operations, equipment, and functions, and prepare appropriate recommendations.
- Functional experience in and effective use of common office applications including Microsoft Outlook, Excel, Word, PowerPoint, etc.
- Ability to develop, prioritize, balance, and complete long- and short-term goals.
- Assist in developing related departmental projects, objectives, and budgets. Leverage resources and coordinate with internal and external partners to achieve goals.

Most work is performed under general office conditions, the noise level is usually quiet. Travel throughout Maine to attend meetings, training, and disaster exercises directly related to emergency management, incident command system, technological hazards, adversarial threats, and natural hazards. May be required to work outdoors in all weather conditions for training, disaster exercises, and real-world incident management.

While performing the duties of this job, the employee is regularly required to sit and stand (at times for prolonged periods), communicate effectively and actively listen. The employee is occasionally required to stand, walk, climb, crouch, crawl, bend, push/pull/drag objects, and use hands repetitively to support emergency management functions and missions. The employee may occasionally lift and/or move up to 50 pounds.
PAY / WORK HOURS:
$25.08 per hour, 40 hours per week
Normal work hours are Monday - Friday 8 am - 4 pm. Hours outside of regular times maybe required when an emergency is called.
