Finance & Mitigation Analyst - Full Time


JOB SUMMARY:

The EMA Finance & Mitigation Analyst supports the Kennebec County Emergency Management Agency by managing accounts payable, tracking grants and preparedness funding, coordinating mitigation and recovery-related grant activities, and maintaining accurate financial, operational, and emergency management records. This position assists the Director with funding applications, audits, reports, meetings, database management, training coordination, public information updates, and disaster recovery documentation. The role requires strong knowledge of financial and grant administration, effective communication and the ability to support emergency management operations, preparedness activities, and real-world incident response

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Bachelor’s degree in finance, business administration, or an associate’s degree in accounting AND at least 2 years of experience.
  • Knowledge of accounts payable and accounting processes, including invoice management and reconciliation.
  • Ability to monitor spending and meet required deadlines.
  • Knowledge of business and public administration principles, practices, and techniques.
  • Knowledge of disaster recovery and business continuity.
  • Ability to develop, prioritize, balance, and complete long- and short-term goals.
  • Ability to analyze and evaluate department operations and make recommendations.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to interpret and apply policies, regulations, and established procedures.
  • Ability to independently proofread documents for accuracy.

EXPERIENCE:

  • 2-5 years education, training, and/or experience demonstrating competence in finance.

ESSENTIAL JOB RESPONSIBILITIES:

  • Collect, assimilate, and analyze data and information related to operations, equipment, and functions and prepare appropriate recommendations.
  • Process accounts payable, ensuring accuracy in account funding for each specific grant and budget line.
  • Prepare quarterly and yearly financial reports; collect and compile all information for financial review and audits.
  • Analyze accounts and provide information to assist the Director with grants administration.
  • Maintain and track databases for resources and contacts.
  • Research, compile, and maintain a database utilized as a resource for preparedness activities and all-hazards events and incidents. Perform job functions as an active member in events, training, and task forces.
  • Assist with projects, training, and budgets for EMA objectives.
  • Manage the EMA calendar; create/track meeting agendas and minutes.
  • Perform other similar duties as assigned or required.

The employee may occasionally lift and/or move up to 50 pounds.

Most work is performed under general office conditions; the noise level is usually quiet. The position requires travel throughout Maine to attend meetings, training, and disaster exercises directly related to emergency management, incident command systems, technological hazards, adversarial threats, and natural hazards. The employee may be required to work outdoors in all weather conditions during training, disaster exercises, and real-world incident management activities.

$26.09 to $27.26 per hour, depending on experience
